Russia’s annual strategic exercises rotate among four regions: Zapad (“west,” last held in 2013), Vostok (“east,” 2014), Tsentr (“center,” 2015) and Kavkaz (“Caucasus,” 2016). September 14 – 20, 2017, Russia will conduct Zapad “West” 2017, the major quadrennial military exercise that takes place near the borders of the Baltic States and Poland as well as inside independent Belarus and the Russian exclave of Kaliningrad Oblast and other north-western areas. Brigadier General Peter B. Zwack {Ret.} witnessed Zapad “West” 2013 while serving as United States Senior Defense Official and Attaché to the Russian Federation (2012 – 2014). He was part of a large contingent of Moscow-based international military attaches invited to observe the proceedings by the Russian Ministry of Defense. In his article, Brigadier General Zwack {Ret} gives his insight as to the significance of the all-guns-blazing scenario that Zapad showcases every four years, and what he believes both NATO and the European Union must prepare for.

Brigadier General Peter B. Zwack {Ret.} is the Senior Russia-Eurasia Research Fellow at the National Defense University’s Institute for National Security Studies. He regularly consults and lectures within the defense department, private industry, think tanks, and academic institutions on contemporary Russian and Eurasian security issues, and leadership lessons. Brigadier General Peter B. Zwack {Ret.} served 34 years as a Military Intelligence and Eurasian Foreign Area Officer serving in diverse and challenging duty locations including West Germany, South Korea, Kosovo, Afghanistan, and Russia. Inducted into the OCS Hall of Fame in 2015, Brigadier General Zwack {Ret.} is a recipient of the Distinguished Service Medal, Legion of Merit, Defense Superior Service Medal, the Bronze Star, and many other awards and citations including the Afghan Service Medal and NATO/Kosovo Medal. He was also honored as the Joint Chiefs of Staff “Action Officer of the Year” for 1999. He proudly wears the Ranger Tab and Airborne Wings. He speaks Russian, German, Italian, and some French.
