State Lottery Director Bishop Woosley moved on

A brief news from the Arkansas Scholarship Lottery:

Hanoi , Vietnam - August 3, 2020 /MarketersMedia/ —

Today, Arkansas Minister of Finance and Administration (DFA), Larry Walther, announced Bishop Woosley, Director of Arkansas Scholarship Lottery, submitted his resignation on August 3 to pursue the Other opportunities. Michael Helms, chief adviser on the XSMB Lottery, will serve as interim director when the search is underway for a new director.

Since the lottery was launched in Arkansas in 2009, the bishop has played a key role in its success, overseeing a record number of scholarships for students in Arkansas, Secretary Walther said. I appreciate his leadership and wish him all the best as he moves forward in his career.

Woosley participated in the Lottery XSHN in 2009 as the Chief Counsel. He was named Director in 2012.

Arkansans approved Lottery scholarships through a statewide voting in 2008. Since then, Lottery has provided 542,000 scholarships to Arkansas students.

There are 1,967 lottery retailers across the state.

Woosley originates from the Beebe government. (I gave an inaccurate reference to the Lottery Commission, which no longer exists. It is currently an executive body.)

Lottery KQXS recently reported a record-breaking fiscal year, $ 535 million, but the scholarship spending network fell $ 9 million from a record year in 2019.

The lottery has been in operation for 11 years. In its first year of operation in 2011, it generated $ 94 million. That has topped a few times, with a high water level of $ 98.6 million in 2019.

Lottery faces competition from expanded casino gambling now and another proposed amendment could expand that competition even further. Woosley talked this year about the possibility of adding keno or selling lottery online as a means to increase sales. These are ideas with some opposition in the legislature.
